Business Administrator

Job Description: 

In addition to the direct supervision of the Fiscal Supervisor and indirect supervision of three fiscal specialists, the Business Administrator position performs, directs, coordinates, monitors and manages all agency fiscal functions, including management and control activities for all agency programs. The position monitors allocations and appropriations, formulates program budgets, prepares administrative fiscal and budgetary reports for fiscal control activities and maintains financial records by utilizing agency software and specialized fiscal computer programs. Additionally, the position provides critical financial analysis and advises program administrators, as well as communicates as needed with outside entities, such as the County Auditor’s office, County Commissioners and vendors. This position must have an effective working relationship with the ODJFS Office of Fiscal and Monitoring Services, as well as all state and federal auditing and monitoring personnel and Lake County Finance Department. The position also directly supervises the MIS Manger and indirectly supervises two MIS Specialists, overseeing all agency MIS functions.  The position directly supervises the Purchasing Agent and oversees agency procurement. The Business Administrator reports to the agency Director.

Starting Salary - $70,000 - $81,000

Qualifications and Attributes:

  • Proficiency in accounting, auditing practices, preparation of financial reports, fiscal analysis and forecasting and procurement procedures
  • Accuracy, thoroughness, efficiency, excellent organizational skills, ability to multi-task
  • Maximization of agency computer software programs (e.g., County Financial Information System-CFIS, Random Moment Sampling-RMS, MS Office-Excel, etc.)
  • Ability to motivate the performance of others as a team player and team builder
  • Effective written and oral communication skills that build internal and external working relationships
  • Analytical skills for sound decision making
  • Good judgment that recognizes future consequences
  • Flexibility to respond quickly to organizational needs

Minimum Civil Service Qualifications: 

  • Requires completion of undergraduate degree in finance, accounting, business administration, or public administration. Also requires three years of experience in a position involving fiscal and budgeting responsibilities and one year of supervisory experience.

    OR

  • Three courses or eighteen months experience in accounting, three courses or eighteen months experience in finance, two courses or twelve months experience in business administration, one course or six months experience in written communication for business, one course or 6 months experience in public relations, one course or six months experience in human resources, and one course or six months experience in typing, keyboarding or word processing to include generating a spreadsheet. Also requires three years of experience in a position involving fiscal and budgeting responsibilities and one year of supervisory experience.
