GENERAL JOB RESPONSIBILITIES:

In the Family & Children Services Division, the primary purpose of the Program Specialist position is to plan, develop, and/or implement one or more comprehensive agency and/or community programs, as well as provide technical assistance in program development to the community, state and/or federal agencies. This Program Specialist is responsible for coordination of the Family Stability Team, including facilitating meetings, ensuring team members receive referral and outcome information, and ensuring that client satisfaction surveys are tracked. Additionally, this Program Specialist coordinates in-home Semi-Annual Reviews (SAR’s), Multi-Ethnic Placement Act (MEPA), and the Indian Child Welfare Program (ICWA). The incumbent coordinates programs with federal, state, and/or local agencies for community residents, service providers, volunteers, and other individuals involved in providing services for various programs. The position requires participation in case staffing meetings including Interagency Review Committee (IRC) and Crisis Response Team (CRT), and participation in division and agency workgroups including Permanent Planning and Long-Range Planning Committees. In addition, the position maintains current knowledge of new developments, laws and regulations in client services and human development and/or related fields. The incumbent will be required to transport customers when needed.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in a human-services related field of study.
  • 2 years’ experience in coordinating and/or administering a human services program.
  • The incumbent must possess a valid driver's license, required insurance, and maintain a safe and reliable vehicle that may be used in transporting clients of CCDJFS.
  • This position requires the incumbent to access non-ADA compliant homes or facilities.

PREFERRED QUALIFICATIONS:

  • Experience in one or more programs similar to Family Stability, IRC, In-Home SAR’s, MEPA, ICCA, ICWA, Family Team Meeting Facilitation, Independent living/Emancipated Youth, Project Jericho.
  • Experience conducting and/or organizing training programs for community residents, service providers, volunteers and/or other individuals.
  • Demonstrated ability to work in Microsoft Office Suite.
  • Demonstrated ability to communicate effectively in writing and orally with individuals from diverse backgrounds.
  • Demonstrated experience in problem solving, managing change, and conflict resolution.

UNUSUAL WORKING CONDITIONS/HAZARDS:

Applicant must have the physical and visual ability to enter homes and facilities that may not be ADA accessible. This position involves regular exposure to environmental factors (i.e. cold, excessive heat, noise, fumes, vibration, dirt) during interviews and meetings conducted outside of the office. The position may involve lifting or carrying children, carrying and installing child car seats and exposure to contagious diseases. No heavy labor is involved; however, risk of injury stems from going in and out of conditions that may or may not be safe. The incumbent may occasionally interact with angry or hostile clients.
