Position Description:

Responsible for the administration of the County’s Job and Family Services Department, including Children’s Protective Services, Child Support Enforcement, Public Assistance, and Workforce Innovation and Opportunity Act (WIOA) programs along with activities associated with the county’s designation of Administrative/Fiscal Agent for Family and Children First (FCF) and the Southwest Ohio Regional Training Center (SWORTC). Implements and monitors all programs and budgets relating to the Department. Establishes policies and procedures to ensure compliance with Federal, State, and Board mandates, policies, rules, regulations, and laws. Responsible for Department’s comprehensive contract development and monitoring processes/procedures. Selects and supervises staff, approves all personnel actions, arranges for training, conducts regular staff meetings, maintains and recommends revisions to the B.C.C. on issues relating to the Department’s Table of Organization. Acts as Hearing Officer on discipline and grievance issues. Responsible for Union contract negotiations. Develops and implements internal performance standards and operational goals and objectives for all divisions in order to enhance public services. Administers records management policies and procedures according to the B.C.C. and Records Commission policies. Attends and participates in local, County, State and Federal meetings. Attends township meetings as requested by the B.C.C. Establishes and maintains contacts with representatives of State Departments, County Officials and maintains membership in professional organizations. Provides testimony and/or information to support needed changes in social programs within the parameters established by the Commissioners. Acts as the B.C.C.’s Chief Social Program liaison officer with all Social Service Agencies, works to enhance cooperation and collaboration to develop a family-based service delivery system that strengthens local communities. Specifically includes Clermont Transportation Connection (CTC). Serves as the Chair of the Human Services Planning Committee and as a member of the Clermont County Family/Children First Council. Conducts annual review of department’s or section’s tabs/chapters of County Emergency Operations Plan and Resource Directory. Update as necessary. Designate/assign specific employees to assist with update/review as needed. Designate employees re: level of response in county emergencies (i.e., Level 1, Level 2, or Level 3) and give employees their classification/assignment. Develop and then update/review as necessary a department mentoring program as appropriate. Identify/train supervisors who can provide “Career Coaching” to exemplary employees fitted for a supervisory/management role within the county. Responsible for the department-wide application of an effective Risk Management program and for working with other members of county government to improve the county’s risk management posture. Works alone or with other persons in short- or long-term team projects to resolve problems or conflicts in any area of county operations or to complete assigned projects at the direction of any county supervisor or Department Head when assigned. Works aggressively to reduce or eliminate safety/risk concerns in current position or work location. Reports safety/risk management issues to immediate supervisor. New and other related duties as assigned.

Qualifications:

Position requires completion of undergraduate degree in one of the following or a related field: business, public administration, finance, human services, or human resources. An MBA, MPA, or MSW with management emphasis is desirable. (Undergraduate degree may be substituted with at least 10 years directly-related experience in the human services field.) Also requires at least 5 years of administrative/managerial experience, preferably in the human services field, including a significant supervisory role with subordinate staff and experience managing fiscal operations of a business, government entity or not-for-profit and assisting in developing and implementing policies, programs, rules, and/or regulations. Knowledgeable of state and federal laws and rules governing job and family services and demonstrated leadership skills, excellent communication, and interpersonal skills are required. Must have and maintain a valid driver’s license with an acceptable driving record. -or education, training and/or experience in an amount equal to the Minimum Qualifications stated above.
