Union County Deputy Director

CLASS DESCRIPTION:

Union County Human Services is seeking a Deputy Director to lead the Children Services unit. Under general supervision of the Human Services Director, directs divisions/departments assigned overseeing the activities to include personnel, program compliance and budgeting; develops and implements agency and state policy, rules and regulations.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); is exposed to possible injury due to unclean or unsanitary conditions; has contact with potentially violent or emotionally distraught persons; has exposure to hazardous driving conditions; has exposure to potentially vicious animals; has exposure to bed bugs, lice, scabies and other insects; works in or around crowds; ascends and/or descends ladders, stairs, or scaffolds; has to work irregular hours.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work.

QUALIFICATIONS:

An example of acceptable qualifications:

Possession of a Bachelor's Degree in one of the following or related fields: public administration, human services, human resources, social work, education, business management; Master's Degree preferred. Must have excellent verbal and written communication skills. Minimum of three (3) years related work experience demonstrating increasing responsibilities in supervision and social services issues.

LICENSURE OR CERTIFICATION REQUIREMENTS:

Must possess a valid Ohio driver's license and maintain insurability under the County's vehicle insurance policy.

ESSENTIAL FUNCTIONS OF THE POSITION:

70% (1) Oversees activities for assigned divisions/departments to include personnel, program compliance, general administration, planning, supervision, and implementation of program policies. Assists in monitoring budget and planning for annual budget. Supervision of divisions/departments includes being on call and in difficult situations making ultimate decisions (e.g. removal of child from a home for his or her well-being). Demonstrates the ability to apply progressive management principles to plan and implement department goals and objectives, evaluate and improve processes, program efficiency and effectiveness. Works independently to, under pressure, achieve goals and create a supportive work environment that encourages self-motivation and team work amongst subordinates. Instructs and counsels staff and clients to ensure departmental organization and maintenance of information and documentation, and to effectively plan independently and in collaboration with other staff units and community partners. Consistently and continually (e.g. at all times) represents the agency in a positive and professional manner and provides appropriate internal and external customer service.

15 % (2) Continues proficiency in subject area through professional continuing education, attending applicable conferences and training. Establishes and maintains rapport with community partners by serving and actively participating on committees within the county and state. Participates in ongoing active communication with all stakeholders.

10% (3) Attends staff meetings as assigned. (4) Maintains required licensures, certification, and continuing education requirements, if any. (5) Meets all job safety requirements and all applicable safety standards that pertain to essential functions. (6) Demonstrates regular and predictable attendance.

OTHER DUTIES AND RESPONSIBILITIES:

5% (7) Performs other duties as assigned.

Skill in: Problem solving; knowledge of public administration, government structure and process, employee/public relations and department practices/procedures; word processing; computer operation; use of modern office equipment; data entry; adding machine or calculator operation; fiscal monitoring.

Ability to: Carry out instructions in written, oral, or picture form; deal with problems involving several variables within a familiar context; interpret a variety of instructions in written, oral, picture, or schedule form; recognize unusual or threatening conditions and take appropriate action; prepare accurate documentation; maintain records according to established procedures; respond to routine inquiries from public and/or officials; communicate effectively with a diverse public and professional audience; understand a variety of written and/or verbal communication; exercise independent judgment and discretion; compile and prepare reports; gather, collate, and classify information; develop and maintain effective working relationships; perform job safely.
