SUMMARY

Plans and directs accounting activities for the agency's finance department. Supervises finance
department employees as assigned. Computes, classifies, records, and verifies numerical data for
use in maintaining accurate records. Oversees agency's contract development and monitoring to
meet federal, state and local regulations. The incumbent directs these financial activities by
performing the following duties personally or in conjunction with other members of the finance
staff.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES (The functions listed below are intended
to depict general job assignments, abilities and responsibilities required of this position.  Other duties as assigned.

Assists in the preparation of agency budgeting (county & state), reviews budget proposals, and
prepares necessary support documentation and justification. Participates in the preparation of
various financial statements and reports. Prepares all reports required by regulatory agencies,
county auditor, contract entities and other community partners.

Assists in the development and implementation of goals, policies, priorities, and procedures
relating to financial management, budget, accounting and/or payroll expenses. Prepares reports
which summarize and forecast business activity and financial position in areas of
appropriations, expenses, etc. based on past, present and expected funding. Provides
management with timely reviews of the agency's financial status and activity in its various
programs and services. Prepares five-year projections of Children Services budget for levy
requirements of renewal, replacement or new levies.

Directs determination of depreciation rates to apply to capital assets.

Coordinates audit requests of outside auditors (state, independent, ODJFS, and Social Security)
with agency staff to ensure full compliance by SCJFS. Reviews documentation, delivers
documentation, and responds to follow-up/subsequent questions. Works with agency staff to
implement recommendations issued as a result of any audit or evaluation of SCJFS business
practices.

Directs internal audits involvement review of accounting and administrative controls.
Establishes system controls for new financial systems and develops procedures to improve
existing systems. Advises management about insurance coverage for protection against property
losses and potential liabilities.

Responsible for oversight of agency contracts, including negotiations, monitoring, renewal, etc.
Coordinates and reviews the contracts and sub-grant agreements prepared by agency staff, gains
Executive Director approval and submits to County Commissioners' office for final authorization.

Responsible for procurement process for the agency, coordinating with agency staff and the
County Commissioners' Office to procure the goods or services through quotes, bids, or
requests for proposals.

Reviews certificate of resources before the end of the calendar year and submits amendments as
needed to the County Auditor.

Performs supervisory responsibillities including training, evaluating, coaching and disciplining.
Assigns work to staff. Monitors department activity and productivity.

Performs all other duties and/or special projects as assigned.

SUPERVISORY RESPONSIBILITIES:

Supervises fiscal department employees as assigned.

QUALIFICATION REQUIREMENTS:

EDUCATION AND/OR EXPERIENCE:

Master’s degree (M.A.) from an accredited college or university with one (1) year supervisory experience or Bachelor’s degree (B.A.) from an accredited college or university with CPA, CIA, CMA or CFA and three (3) years supervisory experience, or a minimum of eight (8) years supervisory and finance/accounting experience with a Job and Family Service Agency.
