JOB SUMMARY: Facilitates work of Family and Children First Council and serves as liaison representing the interests of the Family and Children First Council. This position works with administrative agent to oversee the fiscal administration and projects of Family and Children First Council. Individual provides oversight of the Family and Children First Council’s Service Coordination Plan, which serves as the guiding document for coordination of services in the County. Individual is also responsible for providing administrative support to the Director and Assistant Directors of the Department of Job and Family Services. Individual reports directly to the Director/Designee of Job and Family Services.

QUALIFICATIONS: Baccalaureate degree in Education, Psychology/ Counseling, Social Work or Public Administration; 3-5 years of related experience involving direct service and collaborative services integration; 3-5 years of supervisory or equivalent experience; 1 year management experience in an agency which provides local human services delivery systems; 1 year of grant writing and grant management; basic business skills; advanced skills in word processing, spreadsheets, data entry, desktop publishing, and web navigation. Possession of a valid Ohio Driver’s License and proof of insurance that complies with the County policy combined with an acceptable driving record. Must meet and maintain qualifications for driving on county business as a continued condition of employment. All required licenses and certificates must be maintained as a condition of continued employment. When educational degree(s) are required or compensated, the degree must be from a four (4) year college, university or graduate program authorized by the Ohio Board of Regents or comparable out-of-state institution.

ESSENTIAL JOB FUNCTIONS:

Coordinates and directs cross-system efforts to increase the effectiveness and cost-efficiency of programs addressing the health, educational, human and social services needs of Delaware County residents;
Ensures broad agency and community representation on the Family and Children First Council;
Assists local organizations identify, address, and resolve barriers to collaboration;
Promotes parental and resident involvement;
Implements Council policies and procedures;
Keeps the Council informed of proposed legislation, department rule changes and grant proposals, which would affect the county systems of care;
Researches issues before the Council and presents information which will enable the members to make informed decisions;
Keeps Family and Children First Council’s website updated;
Attends meetings and in-service training sessions as required; attends phone conferences, webinars, and meetings with the state as possible;
Meets as needed with local, county and state agencies and administrators to assure compliance with all assigned project functions and facilitates community collaborations and partnerships;
Represents the interest of the Family & Children First Council at other organizations throughout the County and informs the community of Council activities;
Develops annual budgets, submits budgets for Council approval and provides budget oversight;
Prepares grant proposals and administer grant programs to address identified health, educational, human and social service needs of Delaware County residents;
Develops and negotiates contracts with other project partners;
Performs accounting and bookkeeping functions and develops monthly fiscal reports;
Maintains knowledge base of current funding resources and seeks additional funding resources;
Plans, implements, and evaluates new programs/services and changing existing programs to include: providing leadership and direction for short and long-range projects; seeking additional funding; analyzing the need for new programs and/or services and making changes as appropriate;
Reviews project records for compliance as required by federal/state guidelines, policy and administrative regulations on at least a quarterly basis;
Identifies and researches appropriate funding sources; writes grant proposals, including program (i.e. problem/need statements and evaluation plans) and fiscal (i.e. budget and budget narrative) components; develops and maintains program and fiscal tracking systems; monitors grant progress (i.e. process and outcomes objective, expenditures); prepares and submits reports to funding sources; develops local “requests for proposals”; establishes and implements local allocation process;
Keeps apprised of program policies and changes;
Reports to Family and Children First Council and Executive committee the status of projects and changes in policies, compliance and quality assessment measures;
Provides effective project evaluation and implementation of data-driven improvements that will continually allow Family and Children First Council to meet the needs of the participants and the community;
Provides staff support to the Council, ensuring that meetings are schedule, agendas are prepared, and all relevant materials are provided to Council members in a timely manner;
Coordinates the submission of all state reports required;
Explores the potential / need for new projects or programs and gathers data to substantiate need;
Organizes and prepares documents, reports, presentations, etc., for dissemination inside and outside the work unit;
Implements technology initiatives, programs and applications for the data system;
Prepares meeting agendas and minutes;
Coordinates and ensures fleet vehicles are properly maintained;
Participates in agency procurement process;
Demonstrates regular and predictable attendance;
Hold as confidential, all aspects of the job;
Attends various training sessions, video conferences, and workshops;
Performs typing, word processing, and related computer operations;
Works overtime and outside of typical work schedule/business hours as required, and
