POSITION OVERVIEW:

Caseworkers interview public assistance applicants and recipients to determine their initial and ongoing eligibility for all agency programs or services. Maintains communication with ongoing public assistance clients to determine their continued eligibility for public assistance and/or assesses ongoing clients’ employment situation and seeks to resolve any barriers to employment these public assistance clients may be experiencing. Offer fair and courteous service to applicants/recipients, processes applications and changes promptly as required by federal, state and county policies and procedures. Upholds the highest customer service standard and quality. The individual demonstrates the ability to manage diverse tasks, complex problem solving, and is highly detailed. This position requires dedication, adaptability, maintaining the highest customer service standards, and a commitment to a diverse and inclusive workplace.

 

ESSENTIAL DUTIES OF THE JOB:

JOB DUTIES in order of importance

60% Interviews applicants both in person and by telephone for all* public assistance programs. Explains all available programs, including the eligibility factors for each program. Explains hearing rights, agency and recipient responsibilities. Operates computer data system processing benefits and inquiries about cases. 20% Maintains case records data and supportive materials, completes forms, writes program reports and prepares correspondence. Collects, analyzes, and interprets valid information and data; enters data into computer. Participates in in-service training. Cooperates with coworkers and other agencies so applicants and recipients receive benefits promptly.

15% Receives complaints and problem reports from recipients within caseload and the general public. Attempts to resolve them or makes referrals. Prepares overpayment forms, appeal summaries and also represents agency at hearings. Maintains the skills necessary to access online manuals. Offers fair and courteous service to applicants/recipients, processes applications and changes promptly as requires by ODJFS and ACDJFS policies and procedures. OTHER DUTIES AND RESPONSIBILITIES: 5% Other duties as assigned. Performs duties under supervision of the Athens County Red Cross during an emergency in accordance with the Athens County Department of Job and Family Services Disaster Preparedness Plan and the Athens County Emergency Operations Plan. Initial determinations of eligibility for public assistance programs comprise 20% or more of total duties.

 

QUALIFICATIONS:

Knowledge of: Attitudes and actions which perpetuate good working relationships and acceptable public image as opposed to assigned responsibility for establishment and maintenance of same. Normal operating procedures in office situation, usually relating to clerical or support operations. Policies and procedures specific to ACJFS*. Solicitation of standard information in one-on-one situation involving at least limited interpretation or evaluation of responses and/or manner in which information is presented.

Skill in: Operation of personal computer to create, edit/revise, store and purge documents using office systems software (Microsoft Office Suite or equivalent).

Ability to: Recognize unusual or threatening conditions and take appropriate action. Carry out detailed but basic written and oral instructions. Deal with problems involving several variables in familiar context. Apply principals to solve practical, everyday problems. Interpret variety of instructions in written, oral, picture and schedule form. Count, do basic addition and subtraction. Read and record figures accurately. Comprehend and record figures accurately. Add, subtract, multiply and divide whole numbers. Comprehend simple sentences with common vocabulary. Copy material accurately and recognize grammatical and spelling errors. Complete routine forms. Maintain accurate records. Screen mail. Originate routine business letters reflecting standard procedures. Understand manuals and verbal instructions, technical in nature. Arrange items in numerical and alphabetical order. Gather, collate, and classify information about data, people, or things. Work in isolation. Work alone on most tasks. Cooperate with co-workers on group projects. Answer routine telephone inquiries from public. Handle sensitive inquiries from and contacts with officials and general public. Resolves complaints from angry citizens and government officials.

High School Diploma or GED.

Ability to travel independently.

Having held this position within the last 3 years meets the minimum qualifications.

Baccalaureate or Associate Degree preferred.
