SUMMARY:

Computes, classifies, records, and verifies numerical data for use in maintaining accounting records.  Facilitates and participates in the continuous quality improvement process for the Human Services Division by evaluating Random Moment Samples (RMS)/financial and program data/information, recording results for evaluation, and creating recommendations to increase quality and efficiency. Assists with agency's contract development and monitoring to meet federal, state and local regulations and supports the agency finance staff by performing the following duties.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
The functions listed below are intended to depict general job assignments, abilities and responsibilities required of this position. Other duties as assigned.

Conducts special studies to analyze complex financial actions and prepares recommendations for policy, procedure, control, or action.

Provides interpretation of financial policies, governmental legislation, accounting theory, or customer financial regulations.

Analyzes financial information to determine present and future financial performance.

Identifies trends and recommends improvements accordingly.

Evaluates complex profit plans, operating records, and financial statements.

Directs preparation of studies, reports, and analyses in areas such as budgets, forecasts, financial plans, governmental requirements, statistical reports, cash flow projections, and business forecasts.

Interprets and applies financial policies, government legislation, and accounting theory.

Establishes databases of pertinent information for use in analyzing future plans and forecasts.

Makes recommendations to management regarding cost saving or profit generating opportunities and profitability improvement strategies.

Coordinates with all levels of management to gather, analyze, summarize, and prepare recommendations regarding financial plans, acquisition activity, new business planning, trended future requirements, government requirements, and operating forecasts.

Researches and prepares economic reports on subjects such as rate of return, depreciation, working capital requirements, investment opportunities, investment performance, and impact of governmental requirements.

Conducts and tracks sub grant monitorings.

Coordinates HS RMS process through ensuring timely and accurate completion of assigned RMS. 

Maintains and submits quarterly reports through the ODJFS WebRMS system.

Compiles and analyzes RMS and financial data used in HS operations.

Documents data obtained during all program and operation quality activities consistent with agency policies and procedures.

Develops new approaches to solve problems identified during quality activities.

Communicates significant issues or developments identified during quality activities and provides recommended process improvements to management.

May coordinate responses to state reviews via Program Improvement Plans (PIPs) and Quality Improvement Plans.

Performs all other duties and/or special projects as assigned.

This job has not supervisory responsibilities.

 

QUALIFICATION REQUIREMENTS:

EDUCATION AND/OR EXPERIENCE:
Bachelor's degree (B. A.) from four-year college or university in accounting or finance; 1-2 years’ experience preferred.
