JOB DESCRIPTION:

Oversees agency human resources functions including ensuring compliance on all federal, state and local laws concerning human resources, advises agency director and management team on HR issues and serves as contact person for staff for employee relations matters including questions on policies and procedures.

Maintains personnel files and performs payroll preparation.

Leads recruitment activities for agency and makes recommendations for hire. Also participates/facilitates the employee discipline process.

Coordinates new hire onboarding and orientation processes, and continually fosters employee engagement and professional development, serving as a member of the agency Social Committee.

Assists Union County HR Director in providing a variety of human resource services including benefits and wellness, recruitment, classification and compensation, employee relations, policy administration, and communications. Assists in planning, developing, organizing, implementing, and evaluating human resource services. Provides support for various HR initiatives.

May coordinate special projects as assigned.

Member of the executive management team; participates in related work activities as assigned.

Maintains Security Level 2 Agreement for ODJFS; performs as the Technical Point of Contact (TPOC) and the Local Security Coordinator (LSC); performs as liaison with ODJFS MIS Customer Service Center and Information Security Unit, and acts as agency Records Retention Coordinator.

Coordinates agency safety program and facilitates completion of required paperwork; assists with CORSA and Workers’ Compensation claims.

Continues proficiency in subject areas through professional continuing education.

Prepares administrative and confidential reports, forms and correspondence (e.g. salary data, equal employment opportunity materials, and collective bargaining materials), acts as the Privacy Officer for HIPAA compliance activities performing duties such as development/implementation, maintenance of, and adherence to policies/procedures which cover the privacy of, and access to, patient health information in compliance with federal law governing HIPAA.

Maintains required licensures and certification, if any.

 

QUALIFICATIONS:

Bachelor’s degree in human resources, business administration, or other related field;

AND two (2) to four (4) years’ experience in human resource management or related field, with public sector experience;

OR a combination of education, experience and training which meet the minimum essential functions of the position.

Must have good verbal and written communication skills.

Demonstrates regular and predictable attendance.

Consistently and continually represents the agency in a positive and professional manner and provides appropriate internal and external customer service.
