Job Description for the Director of the Logan County Department of Job and Family Services
Title: Director Department: Job and Family Services
Reports to: Logan County Commissioners
FLSA Status: Exempt
Civil Service Status: Unclassified under ORC 124.11
Employment Status: Full Time/Salaried
Core Business Hours: 8:00 a.m. – 4:30 p.m.
Salary Range: $55,000 to $75,000
SUMMARY
The Director supervises and controls the operations and annual budget for all divisions of administration for the County Department of Job and Family Services agency. Responsibilities include direct and indirect supervision of agency employees, contract monitoring and risk management, and management of Child Support Enforcement, Workforce Investment (including Adult Protective Services), and Public Assistance units. The Director reports directly to the Board of Logan County Commissioners regarding agency programs, budget, public relations, and employment actions.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES
- Supervision, implementation, and control of the annual budget for all units of administration for the County Department of Job and Family Services, including Income Maintenance, Social Services, Workforce Investment Act (WIA), and Child Support Enforcement.
- Supervision of agency staff. Promotes, maintains, and enforces positive and productive working relationships among all agency employees and supervisors.
- Contract monitoring and risk management. Develops, implements, monitors, and manages Social Service and Public Assistance programs in accordance with Federal and State laws and regulations. Maintains current knowledge of policies and procedures for these programs.
- Reports directly to the Board of Logan County Commissioners and makes recommendations about potential candidates for hiring, and makes recommendations for employee suspensions, demotions, or terminations.
- Directs employee promotions, transfers, and disciplinary actions other than suspension or termination.
- Provides consultation as needed for complaints for overpayment and fraud cases, as well as collections or referrals to the County Prosecutor.
- Conducts regular meetings with supervisors to discuss agency problems related to programs and to personnel matters.
- Attends seminars, workshops, committee meetings, State of Ohio Job and Family Services Director’s Association meetings, meets with civic leaders, and provides Legislative testimony as needed.
- Leads the agency in determining strategies for public relations and directs staff participation for these efforts.
- Represents the Logan County Job and Family Services Agency in public and community meetings, and to the Area Advisory Board.
- Performs other related duties as assigned by the Logan County Commissioners.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Minimum of a Bachelor’s Degree in social services, business administration, or a related field. A Master’s Degree is preferred.
- Substantial demonstrated work experience in management and administration is required. Experience working in Job and Family Services administration, including experience as a supervisor, as well as Job and Family Services leadership training are preferred.
- Demonstrated knowledge and experience with Job and Family Services agency programs, fiscal administration, employment and Civil Service laws, and employee supervision and management are preferred.
- Computer skills, including word processing, spreadsheet, email, and Internet use.
PHYSICAL TASKS:
The physical tasks described here are representative of those that are typically required of an employee to successfully perform the essential functions of this job. Job tasks include (but are not limited to) use of hands to finger, handle, or feel. Other tasks include standing, walking, sitting, and reaching with hands and arms. Some occasional stair climbing, balancing, stooping, and kneeling may be required. The employee must occasionally lift and/or move objects weighing up to 20+ pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
