JOB DESCRIPTION:

Monitor staff training & recommends staffing levels, resolves client complaints for Fiscal Unit; Review Fiscal clearance material; Review/update PDs & EF Statements; conduct 2nd round job interviews; attend statewide HR meetings; conduct annual all-staff training; sign Leave & Travel requests ( in Dir absence ); provide feedback / business opinions to Dir; produce Annual Report; process FMLA paperwork & information; update / submit ADA / LEP / Civil Rights Plans; controls Agency in Dir absence; conducts community & visitor presentations; conducts Pre-Disciplinary conferences; supervises Agency custodian; Supervises Computer Technician; Supervises Clerical unit maintains Agency record retention; attends Commissioner Meetings; conduct Staff / Supervisor meetings ( in Dir absence ); monitors overall Agency issues / recommends action.  Coordinates building and maintenance issues with County Maintenance staff.

Plans, directs & manages fiscal control activities on Public Assistance and Workforce Investment Act funds. Participates in budget preparation. Maintains and revises reporting control of appropriations.

Controls and trains personnel in fiscal procedures, HR procedures and IT procedures. Monitors reimbursement of both Federal and subcontractor programs; conducts both programmatic and fiscal monitoring of Agency contractors; provides supervision of the Custodial Unit; Controls purchasing and fund transfer. Approves contract and payroll vouchers. Oversees inventory control. Direct supervisor of Fiscal Unit; acts as IT support for Agency computer and software issues.

Prepares and maintains statistical financial statements, cash flow projections and transfers, expenditure report and cost allocation plans.

Advises Director on budgeting and fiscal matters. Represents Agency in meetings and conferences and County Budget Hearings.

Acts as liaison with State and County Auditors. Acts as the security co-coordinator & TPOC for statewide computerized systems. Other duties as assigned.

 

MINIMUM ACCEPTABLE CHARACTERISTICS:

Knowledge of HR Management; Conflict Resolution; Personnel Policy Manual

Knowledge of management/supervision techniques, bookkeeping, cost accounting, financial accounting, public accounting, purchasing/procurement to include inventory control, purchasing problems, principals of purchasing &/or value analysis, financial analysis and planning; managerial finance, human resource management; agency, state, and/or federal statutes, rules, regulations and procedures governing fiscal activities; skill in operation of adding machine, calculator, CRT and other video display; ability to define problems, collect data ,establish facts and draw valid conclusions regarding fiscal control and management activities, prepare and/or edit technical fiscal materials, gather, collate and classify information about data, people or things. Knowledge of public relations. Ability to interview job applicants effectively.
