JOB DESCRIPTION:

Oversees all functions for a quadrupled combined agency.  Responsible for maintaining all agency programs and activities.  Provides direct supervision to Job and Family Services Administrators, Fiscal Officer and Budget Officer, and provides indirect supervision to remainder of staff.  Is responsible for providing a safe and secure working environment.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Include the following. Other duties may be assigned.

95-80%   Oversees all agency functions and has responsibility for maintaining all agency programs and activities, either directly or indirectly, through Administrators.  (Troubleshoots, organizes all agency functions.  Oversees compliance with agency policies, rules and regulations, development, interpretation and implementation of new and existing State policy, rules and regulations; reviews divisional operations).

Provides indirect supervision to all agency employees.  (Determines need for new staff members and informs County Commissioners of need.  Reviews, approves or denies employee requests for leave of absence without pay.  Completes performance evaluations of subordinate’s work.  Negotiates union agreements.)

Conducts and attends meetings and training sessions.

5-0%       Performs public relations duties, representing entire agency.  (Participates in agency-wide public relations program with community and elected officials.  Gives speeches and presentations on all areas of the agency.)

 

SUPERVISORY RESPONSIBILITIES:

Manages four Program Administrators, one Fiscal Officer, one Budget Officer, and one Human Resources Administrator who supervise directly or indirectly remainder of staff.  Is responsible for the overall direction, coordination and evaluation of the agency.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

 

QUALIFICATION REQUIREMENTS:

 Minimum Qualifications:

Completion of undergraduate major core coursework in one of the following or a related field:  business administration, public administration, human services, human resources or finance.  Also requires an additional five years of administrative/managerial experience to include responsibility for managing the fiscal aspects of an organization, agency, program or operational area and assisting in developing and implementing policies, programs, laws, rules and/or regulations.  At least two of the five years must have been as a supervisor over subordinate staff and/or contractors

OR

Requires four courses or two years of experience in business administration and/or public administration, two courses or twelve months of experience in accounting or finance, two courses or twelve months of experience in social welfare, one course or six months of experience in written communications for business.  Also requires five years of administrative/managerial experience to include responsibility for managing the fiscal aspects of an organization, agency, program or operational area and assisting in developing and implementing policies, programs, laws, rules and/or regulations.  At least two of the five years must have been as a supervisor over subordinate staff and/or contractors.

OR

Education, training and/or experience in an amount equal to the minimum qualifications stated above.
